Massachusetts Governor Maura Healey has signed an executive order directing the state to support the development of 10 GW of energy resources by 2035, while also establishing a separate target of 5 GW for energy storage. This ambitious 10 GW new resource target includes 4 GW of solar energy and 3.5 GW of new electricity demand reductions-encompassing energy efficiency, virtual power plants, and electric vehicle charging management.

Battery energy storage technology for power systems is increasingly recognized as a critical enabler for integrating high levels of renewables, providing grid stability, and balancing supply and demand. It also requires the state's Department of Public Utilities to assess existing oil and gas storage capacity and to coordinate with relevant stakeholders to determine how storage assets-such as the Everett Marine Terminal-can help meet regional energy supply needs.
