The French government has announced a €10 billion electrification plan, with energy storage and solar power becoming key supports for industrial transformation

On April 10, 2026, French Prime Minister Sébastien Le Corny announced a €10 billion public-supported electrification plan to be implemented by 2030, aiming to shift industrial consumption from natural gas and oil to domestically produced electricity. While the plan does not explicitly use solar power as a direct lever, it creates large-scale decarbonized electricity demand by incentivizing factories to electrify their processes. Decree No. 2026-76, issued on February 12, 2026, strengthens the obligation to install renewable energy in new buildings and existing large rooftops. These measures transform solar power from an investment option into a compliance constraint. Meanwhile, the continuous operation of industrial processes conflicts with the intermittent nature of photovoltaic power generation, making battery energy storage management indispensable for smoothing production.
Battery energy storage for smart grid applications plays a critical role here, enabling better grid stability and demand response. Electrification initiatives, through leasing mechanisms and targeted assistance, implicitly encourage the coupling of "photovoltaics plus energy storage," supported by precise battery energy storage calculations to optimize system sizing, ROI, and performance.
A major challenge in replacing fossil fuels in the industrial sector lies in industrial heat. Although power purchase agreements have driven industrial electricity supply, voluntary initiatives are currently scarce. Large-scale development of renewable energy without grid adaptation leads to frequent power curtailment and negative electricity prices.
