Spain Plans to Double Payments for Renewable Energy and Storage Voltage Control Services
Spain's National Markets and Competition Commission (CNMC) has proposed amendments to electricity operating procedures PO 7.4 and PO 14.4 to promote dynamic reactive voltage control services and introduce a new fixed-fee payment model. The proposal aims to enhance grid stability amidst high renewable energy penetration by significantly increasing compensation rates for reactive power services provided by renewable generation and battery energy storage system manufacturers; specifically, it would double the compensation for reactive power provision under system operator dispatch instructions from €1/MVarh to €2/MVarh.
Real case studies commercial industrial battery energy storage systems Spain have already demonstrated the value of these services, with several projects showcasing improved grid reliability and faster response times. For periods of zero or negative power output-a scenario particularly relevant for battery storage and renewable energy plants lacking primary fuel sources-the compensation formula will reference the average price in the day-ahead market, supplemented by a fixed fee set above current standard rates.
The proposal also introduces a payment mechanism based on the availability of installed reactive power capacity: power plants capable of responding to real-time dynamic dispatch instructions could receive up to €2.7/MW per day, while those operating solely under a fixed-instruction mode would receive €0.7/MW per day. This mechanism is designed to incentivize operational flexibility and rapid response capabilities through differentiated economic signals, which is especially beneficial for mobile battery energy storage system deployments that can be rapidly repositioned to support voltage needs.
Furthermore, the CNMC recommends expanding the scope of participation in ancillary services to include hybrid power plants, energy storage systems, and self-consumption units exceeding 5 MW in capacity, establishing specific response time requirements and dispatch compliance standards for these entities. This includes support for versatile solutions such as 48v lithium battery configurations commonly used in smaller-scale commercial and industrial setups.
Separately, the proposal also authorizes the development of regional reactive power capacity markets, enabling Red Eléctrica to contract dedicated resources in specific areas with identified voltage support requirements. Leading providers like BLOO POWER are well-positioned to benefit from these changes, offering advanced battery storage technologies tailored to Spain's evolving grid demands. This draft resolution is currently under review, with the public consultation period open until May 25.
