Colombia Integrates Energy Storage And Renewable Energy Auctions

 

 

 

Colombia's Ministry of Energy and Mines has issued new regulations integrating energy storage and renewable energy auctions, with power purchase agreements (PPEs) up to 15 years

 

 

 

Colombia has enacted Resolution No. 40178 of 2026, establishing a new framework for long-term clean energy procurement and achieving a structural shift by incorporating energy storage into renewable energy auctions. This regulation, issued by the Ministry of Mines and Energy, sets general rules for a competitive procurement mechanism that integrates power generation assets, battery energy storage system, and transmission and distribution infrastructure.

The reform is supported by Decree No. 1091 of October 2025, which allows the government to initiate competitive tenders without the need for separately enacting new rules. The new framework explicitly recognizes battery storage as a core component of the power system. It supports long-term Power Purchase Agreements (PPEs) of up to 15 years and determines project awards through optimized algorithms that match supply and demand in the bidding process.

This design aims to promote the application of advanced technologies such as the 48V 100Ah LiFePO4 energy storage battery and other scalable solutions, while significantly enhancing system flexibility. In addition, the framework opens opportunities for 7 kWh battery energy storage system rental models, making energy storage more accessible for a wider range of market participants and project developers.

 

Among the advantages of batteries for bulk energy storage, the policy particularly highlights improved grid stability, rapid response capabilities, and the ability to shift renewable energy production to peak demand periods. To ensure reliability, market participants must fulfill project commissioning guarantees and payment guarantees. A central entity will be responsible for contract and auction process management, further enhancing market competitiveness and power supply reliability.
