The Greek Ministry of Environment and Energy is soliciting public opinion on a new draft law concerning the participation of energy storage systems and electric vehicles in the energy market

On March 31, 2026, the Greek Ministry of Environment and Energy released a draft law and launched public consultation, aiming to reduce dependence on imported fossil fuels, enhance energy security, and protect the environment by strengthening renewable energy and clean fuels. The draft law integrates content from EU Directives 2023/2413 and 2024/1405, as well as parts of Directive 2024/1788, covering energy market rules, urban planning, and environmental protection provisions. Public consultation will continue until 10:00 AM on April 14, 2026.
The draft law explicitly includes small mobile power systems such as household batteries and electric vehicles in market operation for the first time, allowing them to participate in the market through mechanisms such as collective representation, demand response, and flexibility services. It also mandates that grid operators consider these systems in network design and operation. Furthermore, it aims to enhance control, flexibility, and overall citizen participation by acquiring key battery and electric vehicle data and developing smart charging. Supporting measures include establishing and operating an electronic self-consumption electricity registration system, strengthening the role of KAE, the technical support organization for energy communities, formulating KE rules, and promoting the development of energy storage and small hydropower.
Furthermore, the draft provides a framework for addressing issues of concern to professional farmers, such as compensation for electricity production from APE power plants and the SHYTA power plant. Specific adjustments have been made to ensure the smooth implementation of energy storage power plants, pumped storage power plants, and small hydropower plants, and to promote the development of offshore wind power parks and the rational utilization of mineral resources. Specifically, regarding the photovoltaic power plant project in the energy community of Western Greece, the draft is addressing related issues to facilitate its launch; this project involves regional, municipal, and land improvement organizations and aims to significantly reduce its energy costs.
