The German Federal Network Agency (Bundesnetzagentur) is set to present its preliminary guidelines for the future grid charge system by the end of May. Speaking at the Battery Business and Development Forum, the agency also clarified that the economic viability of battery storage systems for renewable energy projects can only be determined when assessed in conjunction with flexible grid connection agreements. Approximately 530 attendees-hailing from the fields of project development, design, and marketing-are closely watching to see whether exemptions from grid charges will be revoked, and if so, how exactly this will be implemented.

Carsten Burwig of the Federal Network Agency stated that the preliminary guidelines are expected to be released in late May or early June. He noted that this release will, for the first time, provide a concrete indication of the direction in which the regulatory framework is evolving as part of the ongoing redesign of the grid charge system.

Philipp Hessel of Aurora Energy Research analyzed that a hypothetical battery energy storage project-unconstrained by grid connection limitations-could yield an Internal Rate of Return (IRR) of approximately 20%. However, should the provisions of a flexible grid connection agreement be triggered, this figure would drop by 2 to 5 percentage points, depending on the specific measures applied; project financing becomes challenging once the IRR falls below roughly 10%. The industry is hopeful that the financial impact of these flexible grid connection constraints might be partially offset through reductions in grid charges.
