Brazilian PV Projects Totaling 3.5 GW Have Authorizations Revoked Due to Grid Connection Constraints
Brazil's National Electric Energy Agency (ANEEL) recently issued four resolutions revoking the authorizations for photovoltaic (PV) projects totaling 3.572 GW. The project owners voluntarily requested the revocations, citing insufficient grid absorption capacity within the transmission and distribution systems as the primary reason; some developers also specifically noted issues regarding power curtailment. Although 2.8 GW of projects had already been revoked in March, solar energy continues to lead Brazil's large-scale power generation expansion pipeline by a wide margin, boasting a project reserve of 79 GW, compared to 14.7 GW for wind power projects.
The revoked projects are concentrated primarily in the states of Piauí and Minas Gerais, with projects in Bahia, Tocantins, and Rio Grande do Norte also affected. Auren was the company that relinquished the largest volume of projects, revoking a total of 1.33 GW of authorizations across Piauí and Bahia; these included the Sol do Araripe, Sol do Araripe I and II, and the Helios series projects. Solatio revoked 540 MW of authorizations in Minas Gerais, involving projects such as João Pinheiro, Ponto Chique, Monte Alegre, and Jequitinhonha. Enel Green Power revoked authorizations totaling over 540 MW across 13 separate parks within the Nova Olinda PV complex in Piauí. Other revoked projects included 200 MW from Veredas Renewables, 315 MW from NEC Energia, 400 MW from Graúna Geradora, 210 MW from Apolo Renewables, and 27.5 MW from Alpek Polyester Brazil.

The primary reasons cited by developers for the revocations included a lack of grid absorption capacity for interconnection, a significant increase in power curtailment, and rising construction costs. Distributed PV systems are facing similar issues regarding a shortage of available grid connection capacity.
