Colombia's UPME Issues New Rules for Transmission Capacity Allocation, Setting a 5-Day Application Deadline to Accelerate Project Grid Connection

 

Colombia's Mining and Energy Planning Unit (UPME) has issued Resolution No. 000358 of 2026, establishing procedures for the allocation of transmission capacity with the aim of accelerating the grid connection of power generation projects. This measure targets projects that have already fulfilled their system obligations or secured environmental permits, seeking to shorten assessment times and alleviate congestion within the National Interconnected System (SIN) in anticipation of projected electricity demand growth in 2029 and 2030.

 

The new regulations are grounded in CREG Resolution No. 101 094 of 2025, which introduced a transitional mechanism for transmission capacity allocation and authorized the UPME to formulate detailed procedural guidelines. Key changes include the establishment of a fast-track process for projects that have secured reliability auction awards or long-term contracts, as well as for those that have already obtained environmental permits. The new rules impose strict deadlines: the initial submission of information must be completed within five business days, document review takes five business days, and developers are granted a maximum of 15 business days to provide supplementary information.

 

Technical assessment methodologies have been upgraded to include evaluations of residual short-circuit capacity and the system's performance under maximum, average, and minimum demand scenarios, with particular emphasis on the integration of battery storage systems for renewable energy and a high proportion of non-conventional renewable energy sources.

Industry organizations, such as SER Colombia, have long advocated for such reforms to address delays in capacity allocation. Previously, the allocation cycles in 2022 and 2023 experienced severe congestion; the 2023 schedule faced significant delays, available capacity within the SIN was nearly exhausted, and grid connection requests far exceeded actual generation capacity, resulting in a substantial backlog of photovoltaic and wind power projects.

 

In mid-April 2026, the Colombian government issued Decree No. 0393, establishing policy guidelines for the integration of energy storage systems into both the SIN and non-interconnected zones. As of the end of 2025, Colombia's cumulative installed photovoltaic capacity reached 1.59 GW.
