Italy has released new regulations for photovoltaic and energy storage systems below 1.5kV, with 2-meter panel spacing and lithium battery risk assessments as core requirements.
The Italian National Fire Service has issued new fire prevention guidelines for photovoltaic systems rated below 1500V. These cover installations on residential, industrial, commercial, and rural buildings, including structures such as carports, gazebos, and connection sheds. The rules, which apply to new installations and major system modifications, introduce requirements for energy storage systems, minimum distances, separation, and mandatory maintenance, while also providing transitional measures for systems already registered or designed before entry into force.
The guidelines require a risk assessment when lithium-ion battery energy storage systems are present and set specific spacing requirements: panel groups must not exceed 20 meters on each side and must be separated by a 2-meter clear path. A 1-meter clear zone must be maintained along the roof edge, and ventilation and inverters must be installed in REI/EI 30 compartments. Installation is restricted to escape routes and HVAC systems, and panels must be at least 1 meter away from smoke and heat vents, skylights, chimneys, and openings. Systems must use non-combustible construction or EI 30 materials, undergo fire safety assessments according to UNI EN 13501-1 and 13501-5 standards, and be equipped with clearly marked disconnect devices. Maintenance regulations require fire risk inspections every two years. Exemptions include ground-mounted systems, plug-and-play units, systems under 800W, agricultural photovoltaic systems located more than 100 meters from buildings, and concentrated solar power systems.
