Spain: Residential And C&I Markets Are Sluggish, With Large-scale Energy Storage Becoming The Main Growth Driver.

After a brief post-pandemic surge in residential energy storage, Spain's residential energy storage market is expected to decline for the third consecutive year in 2025, with annual additions projected to reach a historic low. Subsidy reductions, falling electricity prices, and high financing costs are causing users to postpone solar-plus-storage investment decisions. A neutral scenario predicts that, assuming current policies remain unchanged, this market segment will remain sluggish for the next few years and will struggle to return to 2022 levels.

 

C&I energy storage also faces slowing growth. While corporate and industrial users are increasingly interested in energy storage solutions for the sake of stable electricity prices and guaranteed capacity, C&I storage remains a niche market. The upcoming capacity market mechanism will allow users with hybrid solar-plus-storage installations exceeding 1 MW to participate. By 2029, the C&I storage market is expected to reach 2.9 GWh, reaching the GWh mark for the first time.

 

The core driver of energy storage growth in Spain is the large-scale market. The country has set a target of 22.5 GW of installed energy storage capacity by 2030, of which 40% (approximately 9 GW) will be standalone or hybrid battery systems. Standalone and hybrid storage are projected to total 7.3 GW, while behind-the-meter storage is projected to account for 1.6 GW. To support this goal, the Spanish government has launched three types of energy storage funding programs over the past two years:

 

Innovative energy storage project funding: €50 million;

 

Hybrid energy storage system funding: €150 million;

 

Standalone energy storage project funding: €150 million;

 

In addition, in May 2024, the Spanish government allocated an additional €700 million to subsidize 5 GW of grid-connected energy storage projects.

According to the medium scenario, Spain's large-scale energy storage market will grow to 7.2 GWh by 2029, dominating new energy storage capacity that year. The total new capacity added by the entire market in 2029 is expected to reach 8.7 GWh, with a cumulative installed capacity of 27.5 GWh. Under the high growth scenario, installed capacity will reach 43.3 GWh. This development trend is consistent with the current reality in Spain where a large number of large-scale projects are queuing for grid connection and entering the licensing stage.
