Spain's electricity market saw 500 hours of zero or negative electricity prices in 2025, with renewable energy accounting for 55.1% of the total, leading to increased price volatility.
The Spanish electricity market experienced unprecedented conditions in 2025. According to the latest monthly renewable energy report from the Spanish Renewable Energy Association (APPA Renovables), the wholesale market has recorded over 500 hours of zero or negative electricity prices so far this year, representing 12.52% of the total hours. Under strict market restrictions, prices are near zero or negative for one hour out of every eight hours of market settlement.
Increasing renewable energy penetration is the primary driver of this phenomenon. In July, clean energy contributed 13,871 GWh, or 55.1% of total power generation. Although demand increased by 2.1% to 23,249 GWh, solar and wind power supply often exceeded consumption, driving prices down. The system's inability to absorb all available power generation led to significant price reductions, resulting in significant price fluctuations, ranging from a low of €27.88/MWh at 3:00 PM to a high of €123.18/MWh at 10:00 PM, a price difference of up to €95/MWh. Insufficient energy storage (such as batteries or pumped hydro), interconnection restrictions with France and Portugal, and inflexible demand pose constraints.
Analysts emphasize that this situation will intensify, forecasting prices of €61.05/MWh in 2026 and €59.50/MWh in 2027. This downward pressure will accelerate technological innovation, energy storage, and new models such as bilateral power purchase agreements. Industry feedback reveals a dual message: on the one hand, it successfully promotes the renewable energy transition and decarbonization, and on the other, it reveals that the Spanish market urgently needs to adapt to avoid economic instability and resource waste.
