Spain Updates Self-Consumption Regulations: Relaxing the 5-kilometer Limit to Include Energy Storage, Aiming for 19 GW to Cover 11% of Electricity Consumption
The Spanish Ministry of Ecological Transition recently released a draft royal decree promoting the integrated development of collective self-generation models and energy storage systems. This regulatory revision aims to accelerate the deployment of self-generation projects, remove existing barriers, and align with the National Energy and Climate Plan's goal of achieving 19 GW of self-generation capacity by 2030, expected to meet 11% of national electricity demand.
The revision proposes three innovative mechanisms: first, the establishment of a self-generation user monitoring platform to improve system observability; second, a comprehensive update of the administrative registration system; and most importantly, the clarification that self-generation coupled with energy storage devices will be eligible for unified economic accounting policies. The regulations also confirm that the coverage radius of collective self-generation projects will remain unchanged at 5 kilometers.
According to the plan, energy storage systems will be included in the overall economic evaluation system for self-generation projects, which is expected to enhance the economic viability of distributed energy projects. This regulatory adjustment will simultaneously advance Spain's energy transition goals, and it is expected that self-generation capacity will significantly increase by 2030 compared to current levels.
