The Philippine Department of Energy (DEA) has mandated the addition of energy storage to renewable energy power plants to improve grid stability and the share of renewable energy

The DEA recently released a new framework requiring renewable energy power plants to be equipped with energy storage systems. This framework supports both grid and off-grid energy storage deployments, increases renewable energy penetration, and ensures power quality and system reliability. The framework encourages energy storage facilities to incorporate grid-connected inverters and other capabilities to directly support the grid and mitigate the volatility of solar and wind power.

 

The new framework affirms that grid-connected technologies-such as energy storage battery with MPPT and inverter integrated solutions and hybrid inverter battery LiFePO4 pack energy storage systems-can provide essential system stability services like inertia, thereby improving power quality across the transmission and distribution network. Energy Secretary Sharon Garin emphasized that energy storage not only stores excess energy but also enhances the grid's ability to absorb renewable energy. Transmission and distribution companies are required to incorporate energy storage into their grid strengthening strategies, including transmission network providers developing comprehensive transmission development plans.

 

The Philippine government is actively promoting energy storage deployment to achieve its renewable energy, decarbonization, and system resilience goals, aiming to increase the share of renewable energy generation to 50% by 2040. The House of Representatives passed the National Energy Storage System Development Framework this month, which now awaits approval by the Senate and subsequent signature by the President. Recent investment in energy storage has seen significant growth, with major power companies installing battery energy storage systems in thermal and hydroelectric power plants.

 

Several large photovoltaic power plants, such as the Meralco Terra Solar project, are planned to include 4.5 gigawatt-hours of energy storage and 3.5 gigawatts of photovoltaic power.
