Spain Extends Grid Access, Pumps €500M Into Energy Storage Push

The Spanish government has approved the Real Decreto-Ley (RDL) emergency measures, which aim to enhance the supervision of the power system, promote electrification, storage and the construction of grid flexibility.
The core content includes allocating €500M to support synchronous compensators, extending the final administrative authorization period for grid connection until September 25, 2025, and requiring the project to be operational by the middle of 2028. Additionally, the measures require the Spanish National Market and Competition Commission to allow renewable energy to participate in voltage control for profit, enhancing the stability of the national power system.
While implementing the supervision mechanism, the committee will give priority to scheduling energy storage and solar thermal technologies, simplify the licensing process for energy storage projects, exempt environmental assessments for installing energy storage within existing renewable energy power stations, establish collective self-use managers, and expand the radius of sharing surplus electricity to 5 kilometers.
Recently, the Spanish government has also approved €500M in energy efficiency assistance, launching the Moves Corredores de Recarga program (€150M) and the Moves Flotas Plus program (€50M) to accelerate the electrification transformation. The regulatory basic consultation will come into effect on July 8, 2025.
