The Romanian Energy Regulatory Authority has officially approved the exemption of transmission and distribution fees, system service fees, and green certificate fees for electricity fed back into the grid from energy storage systems. The new regulation requires grid operators to mandatorily report energy storage data, and it applies uniformly to both concession and non-concession entities. This new regulation eliminates double taxation of energy storage, which previously severely restricted the development of energy storage technology in Romania.

This policy sends a clear signal to investors that Romania positions energy storage as a pillar of the energy transition, not just as a technological option. The regulatory framework continues the amendments made in the OUG nr. 134/2024 Act and aligns with the "differentiated tariff treatments and incentives for network flexibility." advocated by ACER.

By exempting the three types of fees for electricity fed back into the grid (excluding self-consumption and technical losses of energy storage facilities), Romania has become one of the first countries in the EU to support energy storage investment through modern electricity price policies. The new regulation is expected to enhance the economic viability of energy storage projects and accelerate the achievement of the country's energy system decarbonization goals.
