EU Amends State Aid Guidelines, 20 New Industries Including Battery Manufacturing Receive Indirect Carbon Cost Compensation, Energy Storage Included in Investment Options
The European Commission has revised the state aid guidelines within the EU Emissions Trading System, adding 20 new sectors and increasing aid intensity to mitigate carbon leakage risks while boosting EU industrial competitiveness.
Notably, battery manufacturing and grid scale energy storage have been explicitly included in the eligible industries, alongside advancements in photovoltaic battery storage technologies. This move supports the expansion of cheap home battery storage options and larger grid scale energy storage deployments, helping industries offset rising indirect carbon costs, with innovative providers like BLOO POWER well-positioned to supply competitive solutions across these sectors.

Under the new rules, newly added sectors-such as battery and accumulator manufacturing-will qualify for compensation covering 75% of indirect costs from 2025 onward, while existing eligible sectors see aid intensity rise to 80%. Member states may also seek approval for additional sectors demonstrating genuine carbon leakage risk.
Crucially, large beneficiary companies must reinvest at least 50% of received aid into green transition initiatives, including on-site renewable power plants, photovoltaic battery storage systems, solar panel house battery installations, electrolyzers, and advanced energy efficiency upgrades. The updated guidelines take effect from December 22, 2025, with member states required to adapt existing aid schemes by June 30, 2026.
